Value-Added Courses That Hold Up in NBA and NAAC Reviews
What NBA and NAAC ask about value-added courses, MoUs and industry linkages, plus a 10-question test for training partners and an evidence checklist.
Most engineering departments already do the activity. There are software workshops and short certificate courses, MoUs signed with training providers, and guest lectures from industry. The trouble starts when the accreditation file is assembled. A department can show that a course happened, but not which gap it closed, how students were assessed, or what the MoU actually produced. A folder of attendance certificates is weak evidence.
This post is for Heads of Department, IQAC coordinators and Training & Placement Officers who choose or approve value-added courses and industry linkages. It sets out what NBA and NAAC documents actually ask for, where courses tend to fall short, and a practical way to evaluate any training partner before you commit students' time.
What the accreditation frameworks ask for
NBA: content beyond the syllabus must answer a gap
NBA's Self-Assessment Report format for Tier II undergraduate engineering programmes (January 2025) is specific. Several criteria bear directly on value-added courses and industry work:
- 1.2.4 Delivery of content beyond the syllabus (10 marks). Departments give details of "value-added courses, workshops, seminars, hands-on experiences, etc., organized to address the gaps identified". The table asks for the PO/PSO gap, the resource person and organisation, and relevance to POs and PSOs.
- 2.3 Internship/industrial training (10) and 3.4 Evaluation of industrial training/internship (10). The second asks for rubrics linking internship learning to the POs and PSOs targeted, with evidence kept in the course file.
- 2.8 Steps taken for enhancing industry-institute partnerships (15). Evidence includes "partial delivery of courses, industry supported labs, industry offered short-term programs/training."
- 5.4 Visiting/adjunct faculty/professor of practice (10). Nine of the ten marks depend on at least 50 hours a year of interaction with adjunct faculty from industry or research organisations.
- 4.6 Placement, higher studies and entrepreneurship (30) and 9.4 Training and placement support (10).
The pattern is clear. NBA does not reward a course for existing. It rewards a course that answers an identified gap, is assessed, and connects to outcomes. Tier I institutions use a different SAR format, so check the one that applies to you.
NAAC: hours, enrolment, and MoUs that actually function
NAAC's Manual for Affiliated/Constituent UG & PG Colleges (2021 edition) contains several relevant metrics. Numbers below are from its UG section:
- 1.2.2 Number of add-on/certificate programmes offered in the last five years (10). The data template lists programmes "with 30 or more contact hours".
- 1.2.3 Average percentage of students enrolled in certificate or add-on programmes (10).
- 1.3.2 and 1.3.3 cover courses that include experiential learning through project work, field work or internships, and the share of students doing them (10 each).
- 3.4.2 Number of functional MoUs with institutions, industries and corporate houses (10). The data requirement asks colleges to "list the actual activities under each MoU" and the number of students and teachers participating.
- 5.2.1 Average percentage of placement of outgoing students (10).
NAAC's assessment process is changing. In 2025, NAAC announced a move to binary accreditation followed by maturity-based graded levels. Check the framework that applies to your cycle. Until its metrics are settled for your institution, the existing manual is still the most concrete guide to the kind of evidence assessors look for: contact hours, participation and real activity.
UGC: linkages that do work
The UGC's guidelines on university-industry linkage recommend an Industry Relations Cell, MoUs as "an enabler", professors of practice, and joint workshops and training programmes with industry. They also suggest that institutions "use the services of facilities and resource persons from industry and organisations effectively to offer training in an enriching set of courses," and that vocational courses be offered as electives with space in credits and contact hours.
Where value-added courses usually fall short
- No gap analysis. The course was chosen because a provider approached the department, not because a PO, PSO or employer need was identified.
- Too few hours. A one-day software workshop may be useful, but it does not meet the 30-contact-hour threshold in NAAC's add-on template, and it rarely builds a usable skill.
- Attendance instead of assessment. Students receive a certificate for being present. Nothing shows what they can now do.
- MoUs with nothing under them. A signed document with no activity list or participant numbers will not count as functional.
- No trace to outcomes. Nobody records whether students who completed the course went into related roles.
- Software familiarity without work output. Students "learn" a design or detailing package but never produce a complete model, drawing set or project that an employer could look at.
Ten questions to ask any training partner
Use these before signing an MoU or recommending a course to students:
- Gap: Which specific PO, PSO or employer requirement does this course address?
- Hours: How many contact hours, and what share is hands-on practice?
- Assessment: How is learning assessed? Can we see the rubric and component weights?
- Work product: Will each student finish with a project or portfolio piece?
- Certification: Who issues the certificate, and is it earned by passing an exam or by attendance? For vendor software, check whether the provider appears on the vendor's list of authorised partners. Tekla, for example, publishes its authorised training partners.
- Delivery: Who leads the sessions, what industry experience do they bring, and how much individual help do students get during practical work?
- Employer connection: How does the course connect students to employers, and what exactly is promised?
- Evidence pack: Will the provider supply attendance, assessment records, sample outputs and feedback in a form your IQAC can file?
- Timing: Does the format fit inside a semester, or does it suit graduates and students who have finished their final examinations?
- Claims: Are outcome claims supported by verifiable data? Be cautious of guaranteed placement promises.
Evidence checklist for the criterion file
For each value-added course or linkage, keep:
- [ ] A short gap-analysis note linking the course to POs, PSOs or employer needs
- [ ] Syllabus, brochure and contact hours
- [ ] Enrolment and completion lists, year-wise
- [ ] Assessment rubric, component weights and marks
- [ ] Two or three sample student outputs (drawings, models, reports)
- [ ] The MoU, with a dated list of activities and participant numbers
- [ ] Student feedback, and employer feedback where available
- [ ] Placement or progression records for participants
Matching the course format to the student's stage
Not every good programme belongs inside the semester timetable. Short add-on courses of 30 to 60 hours work well for awareness and foundations during the degree. Deeper, job-focused training that runs full-time for several weeks is usually better suited to students who have finished final examinations or recently graduated. For those programmes, the department's role is often advisory. Help students judge quality with the ten questions above, and keep track of where they go afterwards.
Where STEEL fits
STEEL is a Tekla Authorized Training Centre. Its PEB Steel Detailing & Tekla Structures course is a full-time, 12-week classroom programme (five days a week, seven hours a day, 70% practical). It is open to graduates, diploma engineers and final-year students awaiting results.
